According to police, Phillip Richard Carson is charged with one count of aggravated battery on a police officer with a deadly weapon, one count of resisting an officer with violence, one count of disorderly conduct/breach of peace, one count of possession of cocaine and one count of possession of MDMA.

Officer Kenia Fallat, a spokeswoman for MPD, said an officer was flagged down at about 7:30 a.m. Saturday in the area of Northeast First Avenue and Second Street about an “unruly, shirtless man in his twenties who was causing a disturbance.”

The incident occurred near Bayfront Park where the Ultra Music Festival was held over the weekend, but it’s unclear whether Carson attended the festival.

Fallat said responding officers made contact with the suspect and a verbal confrontation between the officers and suspect escalated to a physical altercation.

At that point, an officer discharged her firearm, striking Carson, Fallat said.

Miami Fire Rescue personnel transported Carson to Jackson Memorial Hospital’s Ryder Trauma Center where he underwent surgery and is listed in stable condition.

Fallat confirmed that one officer sustained minor injuries during the incident and was also transported to JMH.

The Florida Department of Law Enforcement is investigating the police shooting with assistance from MPD’s Homicide and Internal Affairs units.

MPD is asking any witnesses or individuals with information about the incident to contact the FDLE or Miami-Dade Crime Stoppers at 305-471-8477.
