In 2021, Brandon Foeman’s father gave him legal authority to act on his behalf before undergoing several surgeries, including an amputation, according to a Broward Sheriff’s Office detective’s probable cause affidavit.

Foeman, of Fort Lauderdale, “abused his power of attorney privileges,” a BSO detective wrote, according to the affidavit signed on Sept. 18, 2024.

While his father was hospitalized, Foeman opened a joint checking and savings account with Citibank that he later used to make transfers from his father’s accounts, according to the affidavit.

“Analysis of the joint checking account revealed thousands of dollars on expenditures ... suspicious transactions,” the detective wrote, according to the affidavit.

There were expenses on pets, which his father doesn’t own; expenses at restaurants while his father was hospitalized; and expenses during trips to Cancun, Mexico, in 2021 and 2022, according to the affidavit.

Foeman transferred over $57,495 in Social Security payments, about $159,000 in Miami Gese pension payments, and about $30,000 in employee pension payments to the joint checking account, according to the affidavit.

Foeman also deposited two checks drawn from a Florida Innovations & Technologies LLC account for about $94,000 into the joint savings account, according to the affidavit.

“Florida Innovations & Technologies LLC was a former company owned by [the victim] and his business partner to conduct international business transactions. [The victim] was hospitalized and did not sign and/or author these checks,” a detective wrote, according to the affidavit.

A Broward County judge issued a warrant with a no-bond hold on Jan. 15, records show. The Randolph County Sheriff’s Office in North Carolina announced the fugitive’s arrest during a traffic stop on July 29, a release on house arrest, and an extradition hearing for July 31.

Records show Broward Sheriff’s Office deputies arrested Foeman on Wednesday, and corrections booked him at the Broward County Main Jail in Fort Lauderdale.

Foeman faced two counts of exploitation of an elderly person or disabled adult of $100,000 or more, a first-degree felony, according to court records. Broward County Circuit Judge Michael Lynch was set to preside over the case.
