PEMBROKE PARK, Fla. — For the first time in generations, Miami-Dade schools have more seats than students.
And for the nation’s third-largest — and one of the most diverse — school districts, tough changes are coming.

Public school populations are dropping for a few reasons: demographic and political shifts, state education policies and, in our immigrant-rich community, changes in immigration enforcement.
School Board Member Luisa Santos sponsored the plan that begins the superintendent’s sweeping district plan to belt-tighten and downsize.
She joined “This Week in South Florida” on Sunday to talk about the decision with host Glenna Milberg.
