MIAMI-DADE COUNTY, Fla. — The sister of a man shot and killed by a Miami-Dade Sheriff’s Office deputy spoke to Local 10 News one day after the agency released video of the incident, saying that while it’s clear her brother was armed, she thinks the deputy never should have opened fire.
The shooting occurred back on Nov. 6, 2025, outside a Walmart in the area of Southwest 211th Street and South Dixie Highway in the county’s Goulds area.
The MDSO deputy shot and killed shoplifting suspect Kennedy Graham, 36, following an altercation.
Tiara Pamphile said that while her brother was holding a gun, she said the deputy was wrong to shoot him as he ran away.
“I don’t know how this could be justified,” Pamphile said. “It’s just like he murdered my brother.”
She said she also doesn’t think her brother is shoplifting.
“I don’t think he was shoplifting because if he was, where is the stuff?” she said.
She added, “I don’t understand. If Kenny had a gun, well, the gun was in the holster and it is upside down. He is running from the officer and you still shoot him in the back. It’s not justified.”
Graham had lengthy criminal history, but Pamphile said her brother, to her, was more than that. He was one of two siblings and a father of two.
“He loved his family. His kids were his everything,” she said. “I lost a piece of me that can’t come back. We need justice.”
The Florida Department of Law Enforcement is continuing to investigate the shooting.
