As the victim tried to re-enter the lane, Felizor fired several rounds toward the victim’s vehicle, one of which exited from his own front windshield, authorities said.

Police said a black handgun was located in Felizor’s front right pocket and a spent casing was found on the driver’s seat.

According to the arrest report, the victim’s vehicle had three bullet holes throughout the passenger side and a bullet ricochet indentation on the passenger-side rear upper panel.

Police said the victim showed them cellphone video of Felizor approaching him immediately after the shooting.

According to the report, Felizor crashed his vehicle during the course of the shooting.

He invoked his rights when officers asked him about the shooting, the report stated.

The victim, who spoke through a translator in a court appearance via Zoom, said he was in fear of being killed.

“When I saw that there were shots, I called 911 and explained to them that someone was shooting at me,” the translator said on behalf of the victim. “I’m really scared to keep working.”

Jail records show Felizor was arrested on one count each of shooting a deadly missile and discharging a a firearm from a vehicle.
