According to an arrest report, Jose Luis Perez was taken into custody on Monday by the Miami Police Department following an investigation into stolen deliveries at the Quantum on the Bay condominium complex in Edgewater.

The report states the thefts occurred between Feb. 16 and Feb. 23 at the building located at 1900 N. Bayshore Dr., just north of downtown Miami.

Police said residents began reporting missing packages to the building’s package room supervisor, who then reviewed surveillance footage after receiving multiple complaints.

According to the report, video from around 5:35 a.m. Feb. 16 shows several orange Amazon delivery bags that were left outside the package room because it was “full.”

The report states that the packages were placed near a rear loading dock door that was malfunctioning and not properly secured at the time.

Investigators said video shows a white Ford pickup truck pulling into the loading dock area. A woman dressed in black exited the driver’s side, while Perez exited the passenger side, authorities said.

The report states that Perez opened the rear access door and removed a bag of packages, placing it in the truck bed, while the woman removed additional boxes.

Building management confirmed that neither individual had permission to remove the packages, according to the report.

During the investigation, officers said they reviewed license plate reader footage and identified the pickup truck.

Police later learned the same vehicle had been stopped that same day by a West Miami police officer, who identified the driver as 35-year-old Vanessa Caridad Rodriguez. Perez was listed as the passenger at the time, the report states.

Authorities said Rodriguez was arrested during the traffic stop for driving without a valid license (third conviction) and without proof of insurance, and the vehicle was impounded. They said she was initially stopped for having a broken taillight and emitting a yellow light.

According to the report, Perez was interviewed by detectives after being read his Miranda rights and agreed to speak without an attorney present.

The report states Perez admitted that he entered the property with Rodriguez, his girlfriend at the time, who was familiar with the building, and removed packages without permission.

While being processed at the Turner Guilford Knight Correctional Center, officers found a clear baggie containing suspected cocaine in Perez’s pocket, according to the report.

Jail records show Perez is facing charges, including burglary of an unoccupied structure, petit theft between $150 and $750, and introduction or possession of a controlled substance.

As of Tuesday morning, he remained at TGK, where his bond was listed as “to be set.”

Rodriguez was not listed as an inmate in Miami-Dade County jail records as of Tuesday, and it was not immediately known whether she is facing charges in connection with this case.
