When deputies arrived on the scene they found Victor Matias, 26, and Terrance McCray, 21, inside the cabin of the boat.
Deputies said the men had two backpacks and were using screwdrivers to remove the electronics from the console of the boat.
A getaway vehicle was found nearby. Inside deputies found two GPS systems, a flat screen television and other electronics.
The two women inside the vehicle allegedly told detectives they knew what the men were up to, but did not report the illegal activity to police.
Nadiege Andre, 25, and Jackqlin McCray, 18, are charged with two counts of being an accessory after the fact.
Detectives said they believe the group may have been involved in other boat burglaries in the upper Keys in recent weeks.
