the Iowa City Press-Citizen reported.

Phelps admitted to smoking marijuana before driving his car and agreed to take a breath test and evaluation for marijuana intoxication. Phelps then asked Hektoen if he would take a Snapchat selfie, according to the criminal complaint. The officer "happily obliged."
