MIAMI-DADE COUNTY, Fla. – A 73-year-old man threatenedĀ to kill one of his neighbors and throw her off a balcony Monday, police said.Ā 

The victim told police that dirty water spilled onto her and a friend when they were she was sitting on a balcony at about 8:20 p.m. in the 7800 block of Camino Real. Ā

When victim went upstairs to confront Herbert Rose about the incident Ā she found him with a PVC pipe in his left hand, police said. He then grabbed the victim's throat with his right hand and threatened to kill her and throw her off the balcony if she didn't leave him alone.Ā 

The victim began to scream and her friend ran up stairs with her cellphoneĀ recording.Ā 

Rose began to put the pipe up in a threatening manner, according to police, swung it and banged it against a railing in order to scare the two women.Ā 

He then pulled the victim's hair andĀ grabbed her by the throat, police said.Ā 

A neighbor grabbed Rose and took him back to his apartment and police were called.Ā 

When police arrived, Rose said he had been battered by two lesbians and that he needed medical treatment because he has the shakes.Ā 

Both the victim and her fiend told police they were in fear for their lives, and that Rose made discriminatory comments about their ethnicĀ backgrounds, saying they should go back to their countries.Ā 

Police said the video of the incident taken by the victims friend clearly shows Rose assaulting and battering the victim.Ā 

Rose was arrested on charges of assault and battery. He was taken to an area hospital and then to jail after being medically cleared.Ā
