Broward Sheriff's Office deputies said Sacks first entered the restaurant and left immediately after asking for a menu.
Sheppard then came into the restaurant and asked for a drink of water. When the waiter left, Sacks grabbed the tip jar filled with about $200 and ran out the door.
One restaurant employee and multiple witnesses chased the duo down Federal Highway before one tackled Sheppard.
Sheppard hit and struck the restaurant employee several times, while Sacks threatened the victims by holding brick pavers over his head.
Another witness tackled Sacks and both he and Sheppard were held until police arrived on the scene.
Once in custody, Sheppard confessed to the crime.
Sheppard and Sacks were both charged with one count of robbery with a weapon and another count of first degree theft less than $300.
