Kevin McDonald is accused of grabbing a girl's buttocks at the Dolphin Mall.

Records show that McDonald was found mentally incompetent after Davie police arrested him on charges of traveling to meet a minor, using a computer to exploit a child and transmitting child pornography.

He was placed on conditional release on Jan. 5 and has release review hearings every month to determine his competency.

His next competency hearing is scheduled for April 25.

The incident at Dolphin Mall came less than a week after three people were arrested when one of them was stabbed during a fight at the mall.
