He said three people who had been shot were located. Each was transported by Miami Fire Rescue to Jackson Memorial Hospital’s Ryder Trauma Center.

According to authorities, one victim died at the hospital and the two others are stable.

The deceased victim has been identified by officials as Kitchner Cyrille, 23.

“I just don’t understand how it happened,” said event host Supa Cindy. “There was so much police presence out there and everyone felt safe, on a good vibe having fun, there were officers everywhere.”

Cellphone video shows the aftermath of the shooting. Clothing and shoes were scattered across the pavement and one of the victims was seen on the ground being treated by paramedics.

“Well, it was two gunshots,” one witness said. “I didn’t see anything.”

The witness was near the area where the shooting took place and said she heard the deadly shots.

She described the chaotic moments that followed.

“When I turned around, I saw a young guy laying (on the ground) -- was just unresponsive. He wasn’t responsive,” she said. “People were just running all over, I fell down on people. People just trying to recover from the whole incident. That was it -- it was a pause, and then it was another two or three shots.”

Authorities said Monday they have a person of interest in the shooting, but no other details were made available.

“No matter how much planning you have, it is incredibly hard to dissuade someone who has a target in mind,” said Miami Police Chief Manny Morales. “It appears to be a crime of opportunity targeted specifically to the victim. It had no connection to the festival whatsoever.”
