MIAMI-DADE COUNTY, Fla. — A former Miami-Dade elementary school teacher already facing more than a dozen charges involving students is now accused of inappropriate conduct involving another girl who told investigators he touched her buttocks, asked her for a kiss and had a nude image of a woman displayed on his cellphone, which she saw.
Cesar Oriol Cardoso, 53, previously taught at Sunset Park Elementary School in Miami-Dade County’s Kendall area. He has been behind bars since Sept. 11 and was being held at the Turner Guilford Knight Correctional Center.
According to a new Miami-Dade Schools Police Department arrest report, detectives were notified Wednesday that another current elementary school student had allegedly been inappropriately touched by Cardoso during the 2025-26 school year.
The girl participated in a recorded forensic interview at Kristi House on Thursday.
She told investigators that Cardoso was her math teacher during the 2025-26 school year.
According to the report, the girl recalled approaching Cardoso’s desk on one occasion to ask for help with a math question.
She said Cardoso was scrolling through his cellphone and that the screen displayed a photograph of a fully nude woman with her breasts and genitalia exposed. The girl told investigators Cardoso turned off the phone’s screen after she stood next to him.
Student describes other encounters
The girl also described an occasion when she and five other students were removed from either music or physical education class to complete additional reading or math work in Cardoso’s classroom, the report stated.
According to the report, the girl said Cardoso tapped her on the buttocks as she walked away from him.
During another incident in which students were removed from class to complete schoolwork, the girl said Cardoso picked her up by the waist, making her feel uncomfortable.
According to the report, the girl also told investigators that she was in Cardoso’s classroom before school began on another occasion when he asked her for a kiss.
The girl declined, and Cardoso told her he was joking, according to the arrest report.
Cardoso already facing multiple charges
The new allegations come as Cardoso already faces charges stemming from accusations involving other girls who were his students at Sunset Park Elementary.
Miami-Dade Schools Police previously accused Cardoso of pulling girls from physical education, other classes or lunch to complete schoolwork in his classroom and showing them inappropriate images or videos. Police also previously accused him of inappropriately touching students and making inappropriate comments.
As of Thursday night, court records showed Cardoso faced 13 charges: five counts of dissemination of obscene material to a minor, five counts of offenses against students by authority figures, two counts of lewd or lascivious molestation involving a victim under 12 by a defendant 18 or older, and one count of lewd or lascivious conduct with a person under 16.
His attorney, Michael Mirer, previously said Cardoso maintains his innocence.
“My client is adamant that he is not guilty, the allegations are false, and he will look forward to his day in court,” Mirer said.
A judge denied Cardoso bail on the two lewd or lascivious molestation counts and ordered him to stay away from five victims.
Miami-Dade County Public Schools previously told Local 10 News that Cardoso was removed from the school setting after administrators learned of the allegations in April and separated from the district in May. The district said he is “permanently precluded from seeking or obtaining future employment” with M-DCPS.
The new arrest report obtained Friday by Local 10 News shows that Cardoso now faces an additional count of offenses against students by authority figures and lewd and lascivious conduct on a child.
