Man shoots, kills woman outside Miami homeless center, police say

Victor Pino arrested in fatal shooting of Anshamere Cephus

MIAMI – A 26-year-old man was arrested Wednesday evening in connection with the fatal shooting of a woman outside a Miami homeless center.

Miami police said Victor Pino, 26, was arrested on a charge of second-degree murder in the death of Anshamere Cephus, 28.

The shooting happened about 1 a.m. outside the Chapman Partnership homeless center in the 1500 block of North Miami Avenue.

Police said Pino shot and killed the mother of four and then fled the scene.

"She was a sweet person," sister Meka Cephus told Local 10 News. "She didn't deserve what happened to her."

Her body was found in the street outside the homeless shelter.

"We still don't know what she was doing out here, but we do know she was gunned down outside this facility," Sgt. Freddie Cruz told Local 10 News. "We don't know (if) maybe she was visiting someone here or just happened to be walking in the area."

Pino also faces charges of possession of a firearm by a convicted felon and tampering with evidence.

Court records show Pino was convicted on a domestic violence charge last spring and has prior drug convictions.
