The organizations said such construction violates a number of conventions ratified by Albania. Police said the illegal protest began at 11 a.m. (1000 GMT) in Shkodra, 110 kilometers (65 miles) north of the capital, Tirana. One officer was injured after being struck by a object thrown by protesters. They have damaged traffic lights, signs and other objects in the city, including in Tirana's main Skanderbeg Square.

The earthquake struck along Albania's central coast near the port city of Durrs, according to the United States Geological Survey, about 35 kilometers west of the capital Tirana. A trauma hospital in Tirana reported 37 injuries, according to public broadcaster Albanian Radio and TV.
