Gavin Newsom announced a new, color-coded process Friday, Aug. 28, 2020, for reopening California businesses amid the coronovirus pandemic that is more gradual than the state's current rules to guard against loosening restrictions too soon. The California Restaurant Association said in a statement Friday that restaurants will continue to close permanently around the state because Gov. Newsom's color-coded system for reopening California businesses moves slower and more gradually than the states first attempt last spring. Under the new rules, counties with the highest infection rates would continue to be limited to outdoor dining only, along with takeout and delivery. If a county improves and moves to the next tier, restaurants could operate with 25% capacity indoors or 100 patrons, whichever is fewer.

A huge forest fire that prompted evacuations north of Los Angeles flared up around noon, sending up a cloud of smoke as it headed toward thick, dry brush in the Angeles National Forest. There was also no containment of a blaze that blackened foothills above the Los Angeles suburb of Azusa. It churned through 2.3 square miles (5.96 square kilometers) of brush on Thursday and was moving away from homes. Another blaze came dangerously close to a neighborhood in the city of Corona, east of Los Angeles, before crews controlled it.

A suspect in the shooting at Saugus High School is in custody and is being treated at a hospital, Los Angeles County Sheriff Alex Villanueva said on Twitter. The suspect is believed to be a student at the school, Villanueva told CNN affiliate KABC. Some students fled the building immediately, and others took cover inside rooms, another student told CNN affiliate KTLA. "It was one and then four quick ones, so bang, and then bang, bang, bang, bang," the student, a girl, told CNN affiliate KTLA, after leaving the building. CNN VideoLOS ANGELES (CNN) - A wildfire is burning out of control north of Los Angeles, forcing thousands of residents to evacuate their homes, fire officials said. The Tick fire near Santa Clarita broke out Thursday and in just a few hours has burned about 3,700 acres, the Los Angeles County Fire Department said. Mandatory evacuations were ordered for homes in the northern area of Los Angeles County and several shelters were opened. The group later wrote they were able to transfer all animals out of the barn after they were ordered to evacuate. Sarah Moon reported from Los Angeles.
