WASHINGTON – Alabama Sen. Doug Jones and federal appeals court judge Merrick Garland are emerging as the leading contenders to be nominated as President-elect Joe Biden’s attorney general, three people familiar with the matter told The Associated Press. Biden's thinking was described by people with knowledge of the presidential transition's internal thinking who were not authorized to speak publicly. Jones, who is white, has had a long-standing personal relationship with Biden dating back to Biden’s first presidential campaign in 1988. Jones would not comment Tuesday on the possibility of a nomination as attorney general. The Biden team has also been considering a number of other potential candidates for the post, including former Justice Department official Lisa Monaco.

Jack Reed of Rhode Island expressed doubts. Biden has known Austin at least since the general's years leading U.S. and coalition troops in Iraq while Biden was vice president.

WASHINGTON – President-elect Joe Biden will nominate retired four-star Army general Lloyd J. Austin to be secretary of defense, according to four people familiar with the decision. Biden selected Austin over the longtime front-runner candidate, Michele Flournoy, a former senior Pentagon official and Biden supporter who would have been the first woman to serve as defense secretary. Biden also had considered Jeh Johnson, a former Pentagon general counsel and former secretary of homeland defense. Like Mattis, Austin would need to obtain a congressional waiver to serve as defense secretary. When Austin retired in 2016, Obama praised his “character and competence,” as well as his judgment and leadership.

Flournoy, meanwhile, had been seen as the leading candidate for defense secretary under a Democratic president since Hillary Clinton’s failed 2016 campaign. Biden has promised both to fight for big, bold policy changes and to compromise with Republicans.
