Wilton Manors police said Jephthe Francis, 19, was arrested Thursday on 15 charges stemming from a vehicle theft last week in a Dollar Tree parking lot in Oakland Park. Francis faces one charge for the death of Zorra, a disabled, wheelchair-bound husky. Wanda Ferrari was driving a loaner vehicle last Thursday when she parked in a Dollar Tree parking lot on the corner of Andrew Avenue and Oakland Park Boulevard, she told deputies. "I really needed Zorra to go through this bout of cancer with me," Ferrari said through tears upon hearing of Zorra's death.

On Monday, Jamie Katz, the private investigator Ferrari hired, was able to obtain footage from the Dollar Tree parking lot. The camera shows a man walking up to several cars before coming across Ferraris 2005 S70 blue Volvo loaner vehicle. He hops into the drivers seat and exits the parking lot, with Zorra presumably in the back.

Wanda Ferrari told Local 10 News she has had her beloved pet, Zorra, for 13 years. "Somebody stole a car in two minutes with a pet disabled in the back, for God's sake," Ferrari said. "There are a lot of places where they could have dumped the dog and put the dog on the side of the road," Ferrari said. BSO spokeswoman Miranda Grossman said the victim's phone and tablet were also inside the vehicle when it was stolen.
